Institutional Digital Assets: Shaping the Future of Finance in Greece
Bringing together industry expertise and policy dialogue to advance Greece’s financial infrastructure, banking and capital markets
Overview
Greece has an opportunity to modernise its financial infrastructure through institutional digital assets and the technologies that support them. The Deon Digital Assets Working Group examines their role in the next generation of banking, payments and capital markets. Its focus includes digital representations of financial assets, such as bonds, shares and deposits, and the systems through which they are issued, transferred and settled.
For Greece, the potential benefits include lower transaction costs for households and businesses, more competitive financial services, and greater European autonomy in payment and settlement infrastructure. Developing these capabilities can also support innovative businesses and create skilled employment, giving Greek researchers, engineers and entrepreneurs more opportunities to build and grow in Greece.
Realising this potential requires a practical policy agenda that connects technological capabilities with the needs of the Greek economy. The working group aims to bring together financial institutions, technology companies, academics and policymakers to examine opportunities, identify barriers to responsible adoption, and assess policy options within the European framework.
Our goal is to translate international expertise and industry experience into independent, evidence-based policy recommendations that strengthen Greece’s financial system and deliver tangible benefits for its economy and citizens.

Our Focus Areas
Banking, capital markets and competition. Explore how institutional digital assets can modernise financial services and strengthen competition, improving choice and reducing costs for households and businesses. This includes examining how banks, financial institutions and technology providers can improve the issuance, trading, custody and settlement of financial assets.
Payments and European autonomy. Examine opportunities for more efficient payment and settlement systems, including infrastructure that supports transactions in euros. Our focus is on how Greek institutions can participate in these developments and contribute to greater European autonomy in financial infrastructure.
Talent, research and entrepreneurship. Identify policies that help Greece attract and retain researchers, engineers and entrepreneurs working on financial technology and digital infrastructure. This includes strengthening connections between universities, industry and the Greek diaspora, while supporting investment and skilled employment in Greece.
Policy Priorities
The working group will assess practical policy options for advancing institutional digital assets in Greece. Areas for examination include:
Clear and predictable rules: Identifying where greater clarity in taxation and the application of relevant rules could support responsible adoption and investment.
Pilot applications: Assessing the feasibility and potential benefits of projects such as a small-scale issuance of tokenised Treasury bills.
National strategic priorities: Examining how digital assets and financial infrastructure could be incorporated into Greece’s digital and economic strategy, in coordination with European developments.
Recommendations will be developed through research and dialogue, considering their practical feasibility and expected benefits for Greece’s economy and citizens.
How We Work
The working group will combine independent research with structured dialogue among experts from industry, academia and public policy, drawing on expertise in Greece and across the diaspora. It aims to publish a report setting out actionable policy recommendations, reflecting areas of agreement and differing perspectives, and to share its findings through publications and public events.
